Can't connect to localhost

Setting up MySQL on a new machine (Windows XP) ... I type in - as I used to - mysql\bin then mysql and the message is

"Error 2003: Can't connect to MySQL server on 'localhost' (10061)"

What have I done, or not done, please?
 
Probably not, UJ. Looking on the machine, I can't find any guidance at all on it. Would you mind very much pointing me in the right direction, please?
 
right click on My Computer
click Manage
from the window that pops up, choose Services and Applications
choose Services which opens in the right panel
scroll to MySQL

see if its started, start it if not started
right click on MySQL
choose properties
set start to Automatic so that it starts every time the computer starts
