can't connect to fastrad

I have a fastrad a a remote site. I have checked using feature 9** that the rad is working and that the correct pswd and baude settings are in it.When I try to connect using Norstar ICS proggramming tools, I get a messsage that the rad is not responding. I have tried to connect from 2 different sites no luck.

What method of connection are you using? Line answered by RAD, Operator assisted? Give us more clues.
