Can't configure the Performance Logs for web display

After performing every steps provided from the following link ( "How to display Performance Logs as HTML Files", I am still unable to get my chart active on my web browser as When I double-click on the htm file from my windows explorer, IE opens it as D:\abc\graph.htm working perfectly!

With the http:// url, i got everything showing but the colorfule graph lines are not present!

Is there anyone who can clue me in why I can't it to work w/ an http:// url?????? On a side note, I do know how to set up websites on IIS. Could it be a ActiveX, path, permission, etc problem???
