Can't Config Outlook 2003 for HTTP using Proxy

I have a user who is trying to add there hotmail account (HTTP) to Outlook 2003. It appears that this isn't working because of our proxy (I have no control over). My question is why was it possible in Outlook XP but not in Outlook 2003?

Has someone behind a proxy been able to configure Outlook 2003 for a HTTP account?!?
