Can't change Windows 2008 R2 file association

We have a Windows 2008 R2 AD domain and cannot change the file associations of any files, specifically we installed Perl on a 2008 R2 member server and cant change the association of the .pl file type via the Set Associations applet other than what is there, the box is checked and greyed out, and wordpad is selected. Any ideas on how to enable this feature?
Browsing to the Perl executable and double clicking it does not change it or add it to the selection box.

Any help is extremely appreciated.

there a cmd line tool assoc which can fix a lot of stuff you cant do thru the ui.

Its pretty self ez to use, but you can google assoc.exe for help if you need it
