Can't change programming for an extension

Partner ACS R4.0

I have one extension that will not let me dial-out. I tried changing Outgoing Call Restriction (#401). Allowed and Disallowed Lists but it does not change the way the phone operates.

I tried copying another extension's settings but the phone kept its programming.

I've rebooted the Partner.

I can program the individual buttons on the phone but the system settings don't seem to take.

What else can I try???

The extension may be locked, you can unlock it from Ext. 10 with the global command Feature 22.

Be sure of the extension number involved - it may be mis-labeled.

Copy with #399 from an extension that is already set up the way this one should be.

Cycle the power to the system.
