can't change password for user

HI:

I'm trying change passwd for a user on one of the workstation that haven't been user for past 4 months, and I got a error. this is what I did:

#pwconv (can't ran this command, and give me a error message)
#passwd cath (give me a message: unexpected failure, passwd database unchanged, permission denied)

Can someone help me? please!

# passwd -n 10 Fregal

1. Forcing the account FREGAl to change its password on the next login.

# passwd -f FREGAL

2. To delete the FREGAL account.

# passwd -d FREGAL

3. to create a new passwd to FREGAL
#passwd FREGAL
