Can't change Page Setup

Running a Access 2000 application under windows 2000 I am having problems printing address labels to a dot matrix printer, Epson LQ-300+.
In design view of the label the page setup is set to;
Margins
Top margin 0.12mm
Bottom Margin 0mm

Page
Portrait
Size: fanfold 210 X 305 mm
Source: Tractor
Use Specific printer

When I run the label print to print preview the page setup changes to ;
Top margin 4.5mm
Bottom margin 4.5mm

When I click back on page setup after changing the top & bottom margins the margins revert back to 4.5mm.

The overall effect of this problem is that the first 7 labels print ok but then each group of seven labels creep up the labels.

Any ideas would be much appreciated.
