Can't Change Layer with Object Properties Toolbar

I used to be able to change an object's layer by selecting the object and then changing the layer from the drop-down layer toolbar.

Now when I select an object and select a new layer from the drop-down menu, I only change the current layer.

Any ideas on how to regain the original way to change an object's layer?

go to the Tools menu select options then pick the selection tab. Make sure the noun/verb box is checked. It seems strange but after opening some drawings this box becomes unchecked. (this is assuming you use Autocad 2000 or better.
