Can't change home page in IE

Internet Explorer will not let me change my home page, and this is after several attempts. I use a local html file as my home page; when I attempt to change it to another local page, the change does not take. I change the page in Internet Options, click Apply and OK, immediately reopen Internet Options, and the old page is still listed. I've gone so far as to attempt to make the change directly through the registry, but no go.

I don't have any restrictions in place on IE that would prevent me from changing the home page, as far as I can tell from the registry and the Group Policy editor, but I could be missing something. IE in general is acting strangely - Control + Enter doesn't open web pages by adding " before and ".com" after a word I've typed.

For the record, I'm using XP Pro w/SP1 and IE 6 w/SP1, and I'm logged in as an administrator when I do this. Any help would be appreciated. Thanks.
 
I need to disable the internet options button in tools menu, well so that the homepage stays on the intranet site so that they can never change it, is this possible?
