Can't change flag times in Outlook 2000

We are running MFXP on Win2000 SP2, publishing Office 2000 Pro with SP3. Outlook has a problem when you add a flag to a message. The only flag time it allows is the default time (currently 5:00pm). If you change this time, it errors saying you've entered an invalid time. Furthermore, if you change it then change it back to 5:00pm, you get the same error.

Any ideas?
