cant change any settings ie homepage etc

Hi, have a windows xp machine I cant figure out, they have had it setup for a while, they then decided to add two extra accounts, then it got interesting, they are administrators, but they cant change anything, shortcuts, homepages, anything, it seems as if the registry has shut up shop - is there a way to make the registry read only? can it be a tick in the wrong place?
 
I don't know if this is what happened, but I guess the registry could become locked for no reason. Someone could have messed with the registry I suppose.

Here is a page with the settings that cause the lock-up and an unlock key for it. It's worth a shot.
