Can't Change a value in Local Computer Policy (No more end points erro

I was wondering if anyone might me able to help me with an rather annoying issue on a Windows 2003 DC.

After rebooting, a number of services are unable to start. I think I have tracked it down to the 'impersonate client after authentication' value in the local system policy has been changed (in this case to the user 'website' and no others). I figured this wouldn't be an issue, just add back the normal users, but when I try to add someone like 'administrators' I get the error: “Windows can not process the object with the name 'Administrators' with the following error: There are no more endpoints available from the endpoint mapper.”

I think the reason the endpoint mapper isn't working is because the proper service can't impersonate a client, so I'm stuck in a little bit of a circle.
Anyone know a way out of this, or someway to edit the local policy manually?
 
Wolf have you tried importing the default security template (the .inf file) into the local security policy. It should undo the changes that were applied. I am somewhat suspicious as to the website ID you discuss. Is it possible your machine has been compromised?
