Can't call local 10 digit - PRI or programming?

0x32 R7
can call any number (LD/800's) but can not call any local area code number - we have 10 digit dial for all calls here.
get first 7 digits dialed and then fast busy.
I was thinking it was the PRI provider local routes were not programmed correctly but Windstream insists it is our issue. We do not have any restrictions programmed for our area code.

1st time I have come across an issue like this, looking for any insight. Thanks in advance.

Look in Dialing Plan and look for your dest code then bump up the digits from 7 to 11 and test.
