can't browse network server 2000

I have server 2k sp4 running and in safe mode everything works fine. Run normal and if I open internet explorer, try to browse network or even open the temporary internet folder that open window will freeze. Can't open control panel either.

But I did install & run firefox and that can connect to the internet.

Should I start scanning for spyware or re-install service pack 4? Any tips on where to start? Scanned for virus with Norton Corp & checked spyware with spysweeper but found nothing. Also ran hijack this and found nothing. Perhaps keep running other spyware tools?
