Can't break into call answered on an ATA2

I am using a MICS 4.1 system with a BRI configured as a "DID trunk". By using a target line I am delivering multiple calls to the same phone number to any set on the system. I have both lines from the BRI as appear only and the target line as ring only on all Norstar sets. On the ATA2, I have the target line as appear and ring.

A call answered on any Norstar set can be joined from any other set by selecting the proper line key. When the ATA set answers a call, the Norstar sets cannot join the call. The msg displayed is "in use: 239" (the ATA is station 239). Is there a way to allow the line to be selected after an ATA has answered a call?
 
This is just a guess, but try Capabilities -> ATA settings -> ATA Dvc., and change "Modem" to "Telephone."

Makes sense that no one is allowed to pick up a line that is currently being used by a modem.
 
There is no "ATA Dvc" entry in either NRU 10 or admin menus on my system.
 
You went to Terminals & Sets -> 239 -> Capabilities -> ATA settings, and did not see an "ATA Dvc" entry?

The only suggestion I can make if that's the case is upgrade the MICS to a more recent software version.
