Can't boot to cdrom from floppy boot disk

I previously installed Redhat 7.1 on an old hewlitt packard machine and now can't seem to boot from the Win 98 boot floppy to be able to gain access to the cdrom (no drives found). Yet, if I use the Redhat boot disks, it finds the cdrom just fine. The cdrom gets power, works fine, but the win98 boot floppy can't find it. I reset the BIOS back to OE settings. Anyone have any idea why it won't work?
 
Does your BIOS have the option to boot from the CDROM? If so boot from the WIN98 CDROM. They are bootable. If that works then there is a problem with the floppy. James Collins
