Can't backup system state

I'm unable to backup the system state on our DC (server 2003) using the Windows Backup utility. It just sits there for a looong time then fails with the following error:
Volume shadow copy creation: Attempt 1.
Timeout before function completed

Error returned while creating the volume shadow copy:0xffffffff.

Error returned while creating the volume shadow copy:ffffffff
Aborting Backup.

Thoughts?
