Can't assign a static IP to a phone

I go through all the manual steps to program the necessary info, but the phone just ignores the static ip and waits for DHCP discovery. Could it be that the cisco switch is using "LLDP" ?

What type of phone, what system are you trying to connect it to?

I can't imagine what might be wrong.

Please confirm that to get to a point and the phone prompts you to write the changes to NVRAM and reboot.
