Can't Administer Merlin from Intuity:

When we try to access switch administration from the Intuity we get a screen that says "Welcome to the Merlin Legend, press any key to continue." We press a key and the screen is just blank. It used to display function key options but no longer does. Any assistance would be greatly appreciated.

Can you access directly with SPM?

The Serial port in the LEGEND may be disconnected.

PASSTHRU uses a direct connection to the ADMIN PORT!
 
You could try resetting the two RS232 ports on the Legend processor (SMDR and ADMIN). Go into maintenance, port, RS232 Port 1, Reset, back out and do the same for RS232 port 2. This assumes that the connection to the admin ports has not been inadvertently disconnected - as merlinman indicated.
