Can't add network printers

Hi,

I am having a problem with workstations not being able to
add network printers under normal user accounts unless I
have previously added the printer under the admin account
on that computer. It gives an error to the user that
a "policy is in effect on your computer which prevents you
from connecting to this print queue". Any help?

Just to add some important info: The server is running Windows 2003 server and the clients are running XP SP2.
