Can't add licenses to DC

Hi,
I have a win 2k3 srver as my PDC and another one (win 2k3 r2) as second DC, even though I set up the second one as licenses manager and has enough licenses, the PDC set up to contact that machine for license but I still can't add licenses to my PDC. I get an error message that I don't have enough privilege to perform this action!
I have logged in as domain admin.
Also I get an error on PDC evet ID 213. According to Microsoft ,there is connection problems between two servers but there s no such thing, I tested the network.
Any idea how to fix the issue ??

Run a NETDIAG and DCDIAG, see what kind of errors it kicks out.

I did, there are some warnings, and errors, nothing seem to be related to RPC or connection though.
Is there something in specificI should look for ??

well any errors in either of those reports should be resolved first. if something at the network or AD level is not functioning correctly it can lead to all sorts of wierd problems. if you want to list the errors someone can probably help you resolve them. which may fix your license issue or it may not. but you really want an error free netdiag and dcdiag.
