Can't add field Error Code 13

I keep getting an error whenever I try to modify a table.

Actual Error:

"Couldn't add field te.
MySQL said: Error on rename of '.\test\test.MYI' to '.\test\#sql2-368-47.MYI' (Errcode: 13)"

I have checked the permissions on the MYSQL folder, mysql data folder, and each of the individual databases.

I tried doing the same thing using the root user with the same result.

Please Help

PS: I am very religious about back ups. I have them clear up to last night at 5 pm. Should I just wipe the install and start over?

Forgot to mention this is on WIN2K with MYSQL 4.017
