Can't add a reference to the specified file.

I am running Office XP on Windows XP. I have an Access application that has a reference to filemgmt.dll that shows up as MISSING in the references window. When I try to connect to it using the browse button, I get an error message that says, "Can't add a reference to the specified file."

The Help button gives the advice, "You tried to use the Add References dialog box to add a reference to a type library or object library that can't be used by Visual Basic.
Check the documentation for the object represented by the library to see if it's available in some other form that Visual Basic can use. "

This this seems to be ok on my boss' machine which is running Windows 2000, but not on mine. Is there another version of it that I can use?
 
And what happen if you deselect this reference and compile the project ?
