Can't access website on Terminal Server

My Domain Users can't access a certain website, but when I log in as Administrator I can get to the website. It appears to be a GPO issue. The only GPO we have is the domain default policy. Is there something I can enable so the Domain Users can access this website?
 
I have tried newerous things and still can't access the website.

This is on Terminal Server (Server 2003).

I have searched the Default GPO but can't really see anywhere that Administrator has different permissions in Internet Explorer than a Domain User.

I have added the site to the Trusted Sites list, Domain Users not going thru Terminal Server can access this webpage with no problem.

I made a domain user a member of the Administrators Group and still couldn't access the webpage.

Anyone have any ideas what this could be?
