Can't access only one page (accessible from other computer)

I'm trying to access (64.94.48.12). IE on my machine reports "The page cannot be displayed". Trying to access it by typing URL vs. host name doesn't make any difference. This page is accessible from any other computer I tried. Trying to do ping to that address produces ping time out. Any other web page is accessed with no problems. I called an IT guy at broward and he said that it is probably something on my end. Any ideas?
 
Have you cleared out all of your histroy and deleted cookies?

If anyone calls and says "I know a little something about computers" just tell them to reformat it.
 
What if there were other hosts than a local? I'm interested in this because a client of mine has a similar problem.
 
also make sure the date is set correctly on the affected pc - it can cause issues with cookies if the site uses them
