cant access ntuser.pol : gpo not being applied

I just rebuilt our server and am getting this message in eventvwr. Gpo doesn't look as it's being applied, any ideas?

Windows cannot access the registry policy file, C:\Documents and Settings\All Users\ntuser.pol. (The data is invalid. ).

Try looking at the policy with the GP snapin, if you can't then you will have to overwrite it with another one. If you can look at it then try changing it. Do you have a Backup of the file, from an older backup?
