Can't access FP subweb on Apache

OS=FreeBSD 4.4
Apache=1.3.22
Front Page Extensions=5.0.2.2623

One of our user/admins of a subweb no longer
can get admin or publishing access to his subweb because all user ids and passwords are
rejected. Resetting does not help. User indicates that this happened after he installed Personal Web Server on his Win 98 pc. How can we restore access to his subweb.
