Can't Access Feat*1 or Feat*3 from certain sets

I just noticed that I couldn't access the above features on certain phones in the office (i.e. program and erase memory buttons). Is there something under the Terminal&Sets that has to be enabled? Thanks ALL!

Or if all the buttons on the phones have lines and IC keys and H/F.You can't program over these buttons.
