Cannot VPN using Nortel Contivity behind DSL/Cable Modem

My Contivity box is behind a firewall with a public ip address. There is another device in front of the Contivity that "maps" another public ip address to the Contivity. Users behind DSL/Cable modems have no problems connecting to vpn using the original address. Users connecting to the mapped address are unsuccessful behind dsl/cable modems, but are successful using dial-up. NAT traversal is not enabled on my Contivity server. Enabling it and testing it with a user behind a nated device still gave the same error message of "Remote host not responding."

Any ideas are appreciated. Thanks in advance.
