Cannot update reports to 2010 US payroll temp error don't use payroll

We do not use Payroll yet when I try and upgrade our modified reports (including the project one) to Dynamics GP 2010, I get this error:

Error on line 2060: Unknown table: 'uprReprintCheckTemp'(Command 253)
The Input file has errors.

I exported version 10's reports dictionary and searched for this table but it doesn't exist so it's not an issue with the current version reports. Since it's a temp table I cannot create it. Why is the reports upgrade looking for a US Payroll table when we don't even use Payroll and none of our reports are with payroll?
