cannot uninstall TCP/IP or open TCP/IP Properties

hi i have windows 7 where im loggin as administrator. Im trying to access the properties of TCP/IP but i couldnt; when i click on TCP/IP and click on Properties; the properties screen just pops for blink seconds. Also uninstall option for TCP/IP is grayed whereas i can successfully uninstall/install other things like Client for MS Networks, File & Print Sharing for MS Networks.

I triend uninstalling network card driver and reinstalling it but still same problem.

This problem is happening with my both Wireless Network Adapter and Wired Lan adapter.

Does "Safe Mode with Networking" show any different results?

every services are working as normal even in safe mode.

i hav perfect internet connection and network connection via both wired and wired.

i hve tried with different user (administrator) and its same problem. Tried that microsoft fix aswell but not success. Scanned whole pc with mcafee 2010 no sign of virus or anything.

system restore to one month earlier didnt sorted and i dont ahve restore points bfore that.

sfc scan show these two files corrupted

CSI 000002ed [SR] Could not reproject corrupted file [ml:520{260},l:46{23}]"\??\C:\Windows\System32"\[l:20{10}]"tcpmon.ini"; source file in store is also corrupted

i do have that windows 7 cd came with this dell xps machine.

If it were me, I would try a repair install with the windows 7 disk as this error indicates it can't use the stored file used for the repair on the local drive.

Can you replace those two corrupted files

What options do Dell give you using the Recovery CD to repair the machine? If there is no non-destructive repair available then you might have to save your valuable data before performing and repairing.
