Cannot uncheck vba reference

I built a DB in 2007 and have some 2003 users. One of the user's had the code fail on a vb function (i.e "left"). That tells me that the reference to vba is bad. I know the normal fix is to uncheck the reference and then reselect the reference. The problem is it will not let me uncheck the reference. I get an "object in use" error even with nothing open. Any suggestion for the immediate fix? Any suggestions or links to better approaches to handle references when deploying a database.
 
Can't remember to have done that, but I thought it was the Access library causing problems.

Usually the code works second time you open the app, so what I do, is have some text somewhere on my startupform saying "If you can see this, reopen the db". If the code runs as it should, that label is made invisible.
