cannot startup the pop3 service

Dear sir,
i have setup the qmail and vpopmail
but when i star use tcpserver to start the pop3 service that have this error messages :

tcpserver: fatal: unable to bind: address already used

how can i start the pop3 services ?

you need to find out which application is already using port 110 (pop3) and kill this process.
