cannot start/stop services

We have a Win2K server running as a domain controller for one of our sites. A couple days ago, it started having some major problems. While it still appears to work fine as a DC and file server, services such as backup and antivirus software don't work properly (they appear to be running, but I cannot stop them as they get stuck in the "Stopping" state).

Rebooting the server does not help, and when rebooting, the server gets stuck as "Windows is shutting down" (I have to power off and back on in order to finish the reboot).

Has anyone seen this before, and know what might be wrong?
 
One other thing to note - when I reboot the server, just before it stops responding at "Windows is shutting down", I get a message that "One or more services failed to start". However, there are no messages in the Event Log that specify which service didn't start at that time (I can only assume the Event Log service has already shut down by this time).

Looking at the Services after rebooting, they all appear to have started (but I can't do anything with them, including stopping, restarting, or changing start type, or else the Services window locks up).
 
Wow. Sounds like we have the same, exact, identical problem. The same thing started happening with my server just yesterday.

All of my services appear to be running but they are all unresponsive. I cannot stop/restart any of them. My Tape Drive is not functioning properly now either. The tape drive is the only thing popping up in the Event Viewer signaling a problem.

Yesterday first thing in the morning I attempted to install new Windows Updates, they all downloaded, then the first install failed. Shortly after I noticed the problem. I could not connect to Windows Update after, It keeps locking up my browser. Man I'm getting frustrated.

I found one article about this which suggest a .Net 1.1 issue. I'm tyring to see if this is the case. Let's stay in contact and see if we can come up with a fix. Please, please let me know if you do.

My issue has been resolved!!!

Here is what I found. Please read this article (See Hyper-Link Below). After disabling the "Remote Storage" service, everything became instantly functional. I disabled my Tape Drive Device first, then Right-Click on the Remote Storage service and Change it to "Disable"

After doing so the "Network Connections Service", "Telephony Service", Remote Access Connections Manager Service", "DCOM Service" immediately started up. I am now able to Start/Stop services and Windows Installer is now Functioning. I Hope this helps you. Please let me know if it does.

I gave that a try, but that didn't fix it. I did, however, find something else that DID work.

I got the server booted into Safe Mode, and finally got a Service Manager error in the Event Log. That said the APC PBE Client service (APC PowerChute Business Edition) had failed to start just a few seconds before the Event Log service shut down. I set that service to Manual start, and then rebooted normally.

It's working fine now, and I'm getting caught up on virus scans and backups :) Thanks for your help!
