Cannot start IIS 6 on windows xp

Hi

I just upgraded my win98 SE with upgrade version of XP Prof.
Installed IIS, but cannot start IIS. The start button in IIS manager is disabled. When I click on the + sign before the "local computer" it does not bring the default web site details.

What is missing? cannot figure it out.
