Cannot set process environment.

This is the message I got!!! only root can login to the system. I cant even make su - user I have the same message
Cannot set process environment.

My system is AIX EKEMS 3 4 0043F88A4C00


Do you have a tip for me!!!!!!!

Di you try to do this:
su root instead of su - root

Check this kinds of file:
/etc/environment
/etc/security/...

Does /etc/nologin exist?
