Cannot Set password in AD 2003

I have this error and i try to edit all the password policy
they still display error:

This is ther Error
Windows cannot set the password "This user" beccause
The password does not meet the password pocily requirement. Check the minium password length, password complexity and password history requirements.

In the password policy I Set all Not Defined in Default Domain Security Setting and Domain Controlled security setting.

If you guys know this solution please show me thank in Advance
 
I'm going on the assumption that you changed this from the default settings of Complex Passwords.

By setting to Not Defined, you don't override what ever settings were previously set on each DC.

Reset the settings in your GPO to either be an acceptable minimum length or set the settings to Disabled (depending on the policy elements options).
