cannot set OE6 as default mail client

I downloaded IE6 complete with OE6. I cannot seem to set OE6 as the default mail client. I tried to go through Settings, Control Panel, Internet Options, Programs, but the drop down box does not list OE. I tried to set OE as the default via the Tools menu, but that didn't work either. My OS is NT4. I connect to the internet via cable. Anyone have a solution to this problem?

Oh, btw, somewhere in my travels I came across someone with the same problem and the response said something about an advapi32 file. Being just a dumb user, I haven't any idea what that might mean.
