Cannot serve security cam from behind proxy server

Hello,

I have a pc on our private network (192.168.100.x) running security camera software. The software is a webserver (port 80) and works great on the local network. However I would like to be able to get to the software from the internet. For internet access we have a 2000 server with two network cards (one for LAN and one for WAN) both with fixed IPs. The server is also running Microsoft Proxy Server (not sure that makes a difference).
Im not very familiar with IIS or Proxy server and am not sure how to set up a site or forwarding or whatever it takes to get to this security cam software.
The 2000 server doesnt have any websites on it. I tried messing with the default website by redirecting it to the IP of the local pc with the security cam software, but that didnt work.
So how do I set it up so I can go to any internet connection, type in our proxy server IP address or dns name and access our security cam server software?
Some numbers for referance:
Security cam server software PC: 192.168.100.176
Proxy server LAN IP: 192.168.100.33
Proxy server WAN IP: 207.170.57.36
Proxy server DNS Name: hermes.lbdata.net
