CANNOT SEND PAGE URL THROUGH OUTLOOK

Here is the problem, my boss wants to send a page or file directly from either a web page or excel file(to a user by outlook).

The outlook message is: error, cannot send please close outlook and try again. I have detected and repaired outlook 2003 but to no avail...where is the problem?

Everything else is working...
