Cannot See Microsoft Date and Time Picker Control

I have added the Microsoft Date and Time Picker control (MSCOMCT2.OCX) to C:\Windows\system32, and re-opened Outlook 2003, but I don't see the new control in the Tollbox's Additional Controls dialog box.

It's funny because one a machine with MS Office Prof 2003 I see it, but his box is MS Office SBE 2003.

Any ideas?

In a console window:
regsvr32 C:\Windows\system32\MSCOMCT2.OCX

thanks. do i have to install the control and register it on every workstation that uses the form which has this control?
