Cannot SCPU

I am having an issue with my 81C. The message is a CCED219. Essentially is is saying that: Cannot switch cores because the standby net resource has a fault. One of the network shelves has a fault. blah blah.

I looked at the shelve and see that the LED on top is RED. Where can I go with this to fix it?

What you could do is check if all the switches are set to enabled and also you can try to test the standby CPU in LD 135 (TEST CPU) and test the CNI (TEST CNI c s p -> c = Core 0/1, s = Slot 8-12, p = port 0/1) if these are ok you can reset the alarms by using CMAJ and CMIN.
 
also go to ld 137 and enter STAT at the prompt. Only if all items for a core are active and for the other core are standby you can scpu in ld 135.
