Cannot run exchange tasks for users in child domain

We have installed Exchange 2003 on a DC in the root domain. Forestprep and domainprep ran just fine. We have two child domains and have run domainprep in those with no problem. However, when I try to run exchange tasks on the child domain users from the exchange DC, I get a long pause and then error "The RPC Server is unavailable" c00706ba Microsoft Active Directory - Exchange Extensions.

I had the same pbm
when installing Exchange2003 in child domain
but the error message was " you have not permission to install exchange"
