cannot run cmd prompt from run on start menu 1

When I select "Run" from my start menu I enter what I want to run ie cmd and I get this message
" D:\WINXP\system32\cmd\cmd.com
D:\PROGRA~1\\Symantec\S32EVNT1.DLL. An installable Virtual Device Driver failed Dll initialization. Choose 'Close' to terminate the application."

I have looked in D:\WINXP\system32 there is no cmd folder there.
and as for D:\PROGRA~1 it does not exist.

any more info needed let me know

I have tried subject [\B] tags it does not work ???
 
S32EVNT1.DLL is an event monitor for Symantec products like Norton AntiVirus so if the DLL cannot be found then I would expect other problems.

Also, whilst many people install programs on a different drive or partition (e.g. D:), the system files are installed on the primary drive/partition, i.e. C:. The OS should therefore be calling C:\Windows\System32\cmd.exe, not D:\WINXP\system32\cmd\cmd.com. I'm not sure what's happening with your PC because it's calling the wrong command from the wrong location on the wrong drive/partition.

Have you noticed any other problems other than not being able to create a command prompt?

PS - You're not getting bold because you need [/b], not [\b] to close the tag.

The reason why it is callind d: and not c: is because I have a dual boot system with win98 on c: & P on d:

I did have Norton Antivirus but I uninstalled it. I do have a problem with the PC freezing all the time when I run defrag, resize or scan a photo, scan for virus's
I have run reg cure, system mechanic still freezing.
 
Thanks for the info. I guess this means that you chose 'WINXP' instead of the default name of 'Windows' for the install of XP.

In this case, the program executable to run a command prompt should be D:\WINXP\System32\cmd.exe. Have you run a search to check that you actually have a copy of CMD.EXE? If you find a copy, double-click it to check it creates a command prompt.

PS - It's [/b], not [b/] to close the tag. If you preview your post before submitting then you'll see other examples.

Did you also un-install Symantec's Live Update and Live Reg utilities? The reason I ask is because the D:\PROGRA~1\\Symantec\S32EVNT1.DLL message shows that Norton has not been completely un-installed.

I suggest you download and use a Norton cleanup utility. Depending on what version of Norton AntiVirus and whether it was part of Norton SystemWorks, I suggest you search for 'cleanup utility' at
After you've done this (i.e. got rid of the Symantec error message) then it would be a good idea to see what is shown in the Event logs when, for example, you run 'Disk Defragmenter'. Try entering 'eventvwr.msc' in the 'Run' dialog but if this doesn't work use 'Start > Settings > Control Panel > Administrative Tools > Event Viewer'.

I do have a copy of cmd.exe and if I open "run" and type in cmd.exe it runs ok.
I noticed I used the b/ instead of /b in the bold tag.

Whenever i have gotten that error message, its because of a corrupted registry entry in HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\VirtualDeviceDrivers\VDD
and
lists how to resolve -- it's just deleting and recreating the key.
