Cannot run an .exe file in Windows XP

Hello,

I know there are few virus that cause your computer's exe and com files not to be able to run, but mine is a little different in that, the users who have this problem, can't open any applications but once they restart their computer(IBM laptops) everything works again. The problem than comes back the next day or a few days later. Has anyone ran into something like this before?
