cannot rollout VScan 7.1 with ePO 3.01

I want to rollout VScan 7.1 with ePO 3.01 on other Servers, but after installation it starts a rollback and deinstalls itself.

I get this in the VSEinst.log:
DEBUG: Error 2769: Custom Action CopyFilesToTemp did not close 7 MSIHANDLEs
DEBUG: Error 2769: Custom Action ModifyInstallerTables did not close 4 MSIHANDLEs.
