Cannot reset Local Computer Policy

All my WinXP workstations get this error message every time someone logs on:

"The security log is full. Only administrators can log on the fix the problem."

Apparently the local computer policy has many custom settings that I cannot change. Even as the local admin. I tried to reset the local policy from KB #313222, but it still doesn't work. Also, many settings under Windows Settings\Security Settings have a 'lock' symbol next to it, and cannot be edited.

Thoughts?
 
Is that the only error you're getting? Have you tried just increasing the size of the logs and setting to overwrite as needed in the Event Log applet?
