Cannot remove folder.

Hi all.
I got a problem, I cannot delete folders.
For example, I created a New Folder, after a second I can't delete it,
after a few days I can delete it...and it goes round & round.
I receive this message :

Cannot remove folder <Example>: It is being used by another person or program.
Close any programs that might be using the file and try again.

The partition is NTFS with 60 Gb.
I tried to change the Owner, then to change the permissions, but
nothing seems to work.
I'm logged under Administrator (I'm the Owner of the partition + Permission is Full Control).
I really don't understand what's wrong...maybe you know.
OS: Win XP (SP2), Partition D:, Administrator & SYSTEM - has Full Control.

For a while i resolved this problem with Unlocker (a program
taht has to be installed).
But still i want to resolve this problem definitely !
 
What process did 'Unlocker' show as having locked access to the folder? I suspect it was Explorer.exe.

If so then try disabling the 'NTFS Last Access Time Stamp' (which updates the last time a folder was accessed).

Copy/paste the following into Notepad and save it as something like 'ntfs-disable-last-access-update.reg'. It doesn't really matter what it's called as long as the filename ends with '.reg'.

Double-click on the file after you've saved it, accept the settings into the registry then re-boot to see if this makes a difference.

The key was there already I just modified the Value.
