Cannot reinstall exchange 2003

My mail server crashed and to make long story short, I decided to reinstall w2k3 and exchange from scratch. When I try to run forestprep or install I get the following error.

The component "Microsoft Exchange Forest Prep" cannot be assigned the action because: to install the first exchange server in a domain, or to run setup "/forestprp" mode, you must be an exchange full administrator at the Organizational level. you must use an account that has been granted the full exchange administrator role on the exchange organization using the exchange administrative delegation wizard.

I am looged in as a domain admin. What am I missing

Do you have other DC's that are working? You can only run Forestprep once for the forest. So if you've already run it in the forest it won't run again. The same is true of domainprep in that you only need to run it once per domain.

If this is a clean uppreped forest most likely the account you are using has not got the required permissions you need to be a Enterprise Admin and Schema Admin
